Vote on a motion to cut off debate and advance to the third reading a bill that prohibits an abortion if the fetus is 20 or more weeks in development, unless there is a medical emergency.

Highlights:

• Alleges that by 20 weeks after fertilization a fetus is capable of experiencing pain (Sec. 3).

• Requires a physician to determine the postfertilization age of the fetus before an abortion can be performed, except in the case of a medical emergency (Sec. 4).

• Prohibits an abortion during or after 20 weeks from fertilization, unless in the case of medical emergency (Sec. 4).

• Defines medical emergency as a situation in which the pregnancy will result in death or serious risk of physical impairment of bodily function. Death or harm must be result of pregnancy, not of a claim or diagnosis that the woman will inflict such harm on herself (Sec. 4).

• Requires a physician to perform an abortion in such a manner that provides the best opportunity for the fetus to live, unless a medical condition prevents such a method (Sec. 4).

• Requires a physician to report any abortions to the State Department of Health (Sec. 4).

• Classifies any offender of this legislation as guilty of a felony offense, exempting the woman who received the abortion (Sec. 7).
