Title: Small City Disincorporation

Vote to pass a bill that disincorporates all cities with fewer than 150 residents into their respective counties.

Highlights:

  • Requires every city with a population of fewer than 150 persons as of January 1, 2010 to disincorporate into its respective county (Sec. 1).
  • Authorizes the County Board of Supervisors to retain a city that would be otherwise disincorproated within 90 days of the effective date of this act, provided that the city is located in an isolated rural area and that residents are unable to organize into a new form of local governance (Sec. 1).
  • Requires cities to disincorporate 91 days after the effective date of this act (Sec. 1).
  • This bill will only become effective if AB 781 is passed during the regular 2011-2012 session of the California State Legislature (Sec. 2).
