Title: Amending The Illinois Nuclear Safety Preparedness Act
Vote to concur with Senate amendments and pass a bill that amends the Nuclear Safety Preparedness Act revising the fees and regulations for owning nuclear reactors in the state.
- Increases the annual licensing fee per operating nuclear reactor from 1.76 million to 1.9 million dollars (Sec. 4).
- Specifies that any licensing and operating fees shall be paid into the Nuclear Safety Emergency Preparedness Fund (Sec. 8.5).
- Authorizes the Nuclear Regulatory Commission to enter into a contract with a third party for purposes of upgrading the remote monitoring system software at every reactor located within the state (Sec. 8.5).
- Requires the owner of each reactor to submit an initial payment for each reactor owned of $19,697 and 11 subsequent quarterly payments of $19,697 to cover the costs of upgrading the remote monitoring system software (Sec. 8.5).
- Requires the owner of each reactor to submit an initial payment for each reactor owned of $7,575 and 11 subsequent quarterly payments of $7,575 for the purposes of acquiring, replacing, and upgrading equipment, including but not limited to the following (Sec. 8.5):
- Dosimeters;
- Safety and command vehicles;
- Liquid scintillation analyzers; and
- Alpha spectrometry system and compositors.
