Vote to adopt an amendment to S 679 that prohibits federal funds from being used to pay for the salaries or expenses of task forces, policy offices, or councils headed by "czars" who were appointed by the President without the consent of the Senate.
- Defines "czar" as the head of any task force, policy office, council or similar office established by or under the direction of the President who is appointed to such position without the advice or consent of the Senate (Sec. 5).
