- Specifies that certain presidential appointments no longer require Senate confirmation including, but not limited to, the following (Sec. 2):
- The appointment of Managing Director of the Corporation for National and Community Service;
- The appointment of Commissioner for Education Statistics of the Department of Education;
- The appointment of Chief Scientist of the Department of Commerce;
- The appointment of Commissioner of the Mississippi River Commission;
- The appointment of the 3 members of the Council of Economic Advisers;
- The appointment of Chief Medical Officer of the Department of Homeland Security;
- The appointment of Director of the Women’s Bureau of the Department of Labor; and
- The appointment of Assistant Secretary for Public Affairs of certain departments including, but not limited to, the following:
- The Department of the Treasury;
- The Department of State;
- The Department of Homeland Security;
- The Department of Labor; and
- The Department of Health and Human Services.
- Specifies that the position of Director of the Census has a term length of 5 years, beginning January 1, 2012 (Sec. 3).
- Prohibits a Director of the Census from serving more than 2 full terms in office (Sec. 3).
