Title: Authorizing School Districts To Withdraw From Education Service Districts

Vote to pass a bill that authorizes a school district to withdraw from an education service district on or after July 1, 2014.

Highlights:

  • Authorizes a school board to withdraw from an education service district if it performs all of the following (Sec. 2):
    • The school board prepares a plan of withdrawal and makes the plan available to the public;
    • The school board holds a public hearing and solicit comments about the plan; and
    • The school board decides whether or not to withdraw by an affirmative vote of two-thirds of the members on the board.
  • Specifies that the above plan must be submitted no later than October 1 of the year prior to the planned withdrawal (Sec. 2).
  • Authorizes school districts withdrawing from an education service district to rejoin the appropriate district by an affirmative vote of two-thirds of the members of the school board (Sec. 4).
