Highlights:
  • Prohibits an operator of a motor vehicle from using a hand-held wireless communication device to read, write, or send a text-based communication while the vehicle is moving (Sec. 9).
  • Defines a "text-based communication" as including, but not limited to, the following (Sec. 8):
    • Text messages;
    • Instant messages; and
    • E-mails.
