Title: Establishes the Oregon Health Insurance Exchange
Vote to pass a bill that establishes the Oregon Health Insurance Exchange Corporation as a public corporation, and appropriates funds to the corporation for the purpose of carrying out its duties and functions.
- Defines "Health Insurance Exchange" as an American Health Benefit Exchange run by the Oregon Health Insurance Exchange Corporation (Sec. 1).
- Specifies that the duties of the corporation shall include, but are not limited to, the following (Sec. 3):
- Administer a health insurance exchange that is in accordance with federal law;
- Make qualified health plans available to individuals and groups throughout the state;
- Provide individuals, groups, and businesses with information regarding quality, benefits, costs, and any other information regarding health insurance eligibility; and
- Certify and grade health plans to ensure that qualified health plans meet state and federal standards.
- Requires the corporation to be governed by a board of directors consisting of two ex officio members, and seven members who are to be appointed by the Governor and confirmed by the Senate (Sec. 4).
- Authorizes individuals and employers with 50 employees or less to purchase qualified health plans through the health insurance exchange beginning January 1, 2014, and employers with 51 to 100 employees, beginning January 1, 2016 (Sec. 12).
- Specifies that individuals and employers who purchase health plans through the exchange may be eligible for federal tax credits (Sec. 12).
