Vote Smart's Synopsis:

Vote to pass a bill that requires voters to show photographic identification at the polls.

Highlights:

• Requires voters to present one of the following valid forms of photographic identification before voting (Sec. 1):
• Driver's license;
• State identification card;
• Tribal identification card;
• United States passport;
• United States military identification card;
• United States naturalization certificate; or
• College identification card that includes the signature of the voter, an issue date, and an expiration date.

• Authorizes voters to request an identification card free of charge for voting purposes (Sec. 140).

• Exempts from the photographic requirement individuals that have a "sincerely held religious belief" that prevents them from being photographed (Secs. 116 & 137).

• Requires the Government Accountability Board to identify and assist groups of voters that need help obtaining or renewing documents that constitute acceptable forms of identification for voting purposes (Sec. 95).

• Requires the Government Accountability Board to conduct a "public informational campaign" to inform voters of the new identification requirements (Sec. 144).

• Increases the period a voter must have resided in a district prior to an election from 10 days to 28 consecutive days (Sec. 10).
