Vote to pass a resolution declaring that the President shall not deploy, establish, or maintain the presence of units or members of the United States Armed Forces on the ground in Libya.

• Prohibits the President from deploying United States military personnel to Libya for any reason other than to rescue a member of the Armed Forces from "imminent danger" (Sec. 1).

• Requires the President, within 14 days of the adoption of this legislation, to submit a report to the House of Representatives outlining the specific security interests and objectives of the United States Armed Forces while in Libya since March 19, 2011 including, but not limited to, the following (Sec. 3):
• The President's justification for not seeking authorization from Congress prior to the use of military force in Libya;
• The United States' political and military objectives regarding Libya;
• How the United States' objectives for entry in Libya differ from the objectives of other NATO members;
• The estimated duration of United States Armed Forces involvement in Libya;
• The costs of United States efforts in Libya as of June 3, 2011;
• The total projected costs of United States military operations in Libya;
• The impact on United States activities in Iraq and Afghanistan;
• An assessment of the ability of opposition forces in Libya to establish "effective" military and political control; and
• The relationship between the Interim Transitional National Council (INTC) and other groups, including the Muslim Brotherhood, al-Qaeda, Hezbollah, and the Libyan Islamic Fighting Group.

• Specifies that Congress has the constitutional right to withhold funding from United States Armed Forces if they are used without authorization from Congress (Sec. 4).
