-Prohibits employers from discriminating between employees on the basis of sex, race, or national origin by (Sec. 1):
-Paying wages to employees at a rate less than the rate paid to employees of the opposite sex or of a different race or national origin for work in equivalent jobs; or
-Paying wages to employees in a job that is dominated by employees of a particular sex, race, or national origin at a rate less than the rate at which such employer pays to employees in another job dominated by employees of the opposite sex, or of a different race or national origin, for work on equivalent jobs.
-Defines "equivalent jobs" as jobs that require equal skill, effort, and responsibility, and which are performed under similar working conditions, or jobs that are dissimilar but whose requirements are equivalent (Sec. 1).
-Prohibits employers who are in violation of this act from reducing the wage of any employee in order to comply with this act (Sec. 1).
