Title: Drug Screening for Temporary Assistance Beneficiaries
Vote to pass a bill that requires drug screening for individuals in order to qualify for Temporary Assistance for Needy Families (TANF) beginning July 1, 2011.
- Requires the individual applying for TANF to pay for the cost of the drug test (Sec. 1).
- Prohibits individuals who test positive for controlled substances from receiving TANF benefits for 1 year (Sec. 1).
- Prohibits individuals who test positive for controlled substances a second time from receiving TANF benefits for 3 years after the date of the second drug screening (Sec. 1).
- Authorizes individuals who test positive on the first drug screening to reapply for TANF benefits after 6 months if they provide documentation of the successful completion of a substance abuse treatment program licensed by the Department of Children and Family Services (Sec. 1).
- Requires the Department of Children and Family Services to reimburse individuals for the cost of negative drug tests (Sec. 1).
- Exempts dependent children under the age of 18 from the drug screening requirement (Sec. 1).
- Authorizes a protective payee to receive benefits on behalf of a dependent child if the child's parents test positive and are ineligible for TANF benefits (Sec. 1).
