Vote to pass a bill that requires proposed "superstores" to pay for a report studying the economic impact the store will have on the local area prior to gaining a permit to begin construction.

Highlights:

• Defines a "superstore" as any business establishment that exceeds 90,000 square feet of floor area, sells a wide array of consumer goods, and devotes 10 percent of sales floor area to items that are exempt from sales taxes (Sec. 3).

• Exempts from the definition of a "superstore" membership warehouses or retailers that sell more than half of their products in large quantities or bulk (Sec. 3).

• Requires cities and counties to have an economic impact report prepared prior to approving or disapproving a permit for the construction of or conversion into a superstore retailer (Sec. 3).

• Requires the permit applicant to pay the costs of preparing the economic impact report (Sec. 3).

• Requires the economic impact report to include, but is not limited to, the following (Sec. 3):
• An assessment of the extent to which the superstore will capture consumer business in the local market;
• An assessment of how the superstore will affect the supply of and demand for retail space in the local market;
• An assessment of how the superstore will affect employment levels in the local market;
• A projection of expected revenue brought in to the local government by the operation of the superstore;
• A projection of the expected effects the superstore would have on other retailers, groceries, and other stores in the local market;
• An assessment of how the superstore will affect local traffic on roads to and from its location; and
• An assessment of whether the superstore would result in the demolition of local green areas, parks, child care facilities, or community centers.
