SECOND, IT REQUIRES TWO-THIRDS APPROVAL BY THE NEXT GENERAL ASSEMBLY FOLLOWING AN ELECTION YEAR, AND THIRD APPROVAL BY THE VOTERS DURING A GUBERNATORIAL ELECTION. THE GOVERNOR CAN VETO THE JOINT RESOLUTION DURING ANY YEAR THE LEGISLATURE PASSES AN AMENDMENT TO THE CONSTITUTION.
