Vote to pass a bill that submits a constitutional amendment to the voters that prohibits any person from serving as Speaker of the House or President Pro Tempore of the Senate for more than 2 regular sessions of the General Assembly.
NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES THREE-FIFTHS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME ENACTED.
