Vote to pass a bill that allows abortions after 20 weeks of pregnancy only to be performed in cities with intensive care units specializing in the care of mothers and their fetus.

• Defines "specialized outpatient surgical facility" as a freestanding facility, not including a hospital, in which surgical abortion procedures are performed after the fetus has attained a post-fertilization age of twenty weeks or more (Sec 2).
