Title: Education Appropriations for 2011-2013
Vote Smart's Synopsis:
Vote to adopt a conference report that appropriates funds for the Department of Education for the 2011-2012 fiscal year.
Reduces appropriations from the state school aid fund to public schools from $10.9 billion in fiscal year 2010-2011 to $10.1 billion for fiscal year 2011-2012, and increases appropriations from the general fund to public schools from $18.6 million in fiscal year 2010-2011 to $461 million for fiscal year 2011-2012 (Sec. 11).
Appropriates $10.1 billion from the state school aid fund and $384 million from the general fund for public schools for fiscal year 2012-2013 (Sec. 11).
Requires the Department of Treasury to withhold 5 percent of the total amount appropriated to each public university from the state school aid fund until December 1, 2011, and (Sec. 274A):
Release the withheld amount to the university only if the university certifies, by December 1, 2011, that it does not provide health insurance or other fringe benefits for any adult co-resident of an employee who is not married to that employee; or
If the university does not certify by December 1, 2011, that it does not provide health insurance or fringe benefits to non-married co-residents of university employees, appropriate the withheld amount towards reducing the estimated required employer contribution rates for pension for the public school employees' retirement system.
Limits the maximum state competitive scholarship award to $600 per student (Sec. 251). -Limits the maximum tuition grant award for resident undergraduate students to $1,512 (Sec. 252).
