-Authorizes Charlotte-Mecklenburg Schools to design and implement a pilot program to develop alternative salary plans for teachers and school administrators (Sec. 1).
-Specifies that state funding levels for teacher salaries will remain the same, but Charlotte-Mecklenburg schools shall have discretion in determining how funds are allocated among staff positions (Sec. 1).
-Authorizes Charlotte-Mecklenburg Schools to take into account a variety of factors when evaluating teacher performance including, but not limited to, the following (Sec. 4):
-State-adopted measures of student learning growth;
-Student attendance;
-Student disciplinary records;
-Student disabilities; and
-Student English language proficiency.
-Specifies that this act only applies to Charlotte-Mecklenburg Schools (Sec. 7).
