Title: Public Charter Schools

Vote to pass a bill that establishes provisions relating to public charter schools.
Requires an applicant seeking to establish a public charter school to submit a written proposal to a school district board (Sec. 1).
Establishes that if a school district board disapproves a proposal for the establishment of a public charter school, then the applicant has the right to appeal to the State Board of Education (Sec. 2).
Establishes that if a school district board decision is appealed to the State Board of Education because the applicant claims that the school district board is not negotiating in good faith, and the State Board of Education agrees, the State Board of Education shall be the sponsor of the school, not the school district (Sec. 2).
Specifies that the initial charter shall be in effect for a period of five years, and shall be renewed upon authorization of its sponsor (Sec. 2).
