Vote to pass a bill that authorizes undocumented immigrants to attend institutions of higher education at in-state tuition rates beginning July 1, 2011.

Highlights:

  • Authorizes an undocumented immigrant to pay in-state tuition rates at Maryland community colleges if the individual meets criteria including, but not limited to, the following (Sec. 1):
    • Beginning with the 2007-2008 school year, graduated from a Maryland secondary school or received the equivalent of a high school diploma in the state;
    • Registers at a Maryland community college no later than 4 years after graduating from a Maryland secondary school or after receiving the equivalent of a high school diploma in the state; and
    • Provides to the community college an affidavit stating that the individual will file to become a permanent resident within 30 days of becoming eligible to do so, if he or she is not already a permanent resident.
  • Authorizes an undocumented immigrant to pay in-state tuition rates at Maryland public senior higher education institutions if the individual meets criteria including, but not limited to, the following (Sec. 1):
    • Meets the above requirements to be eligible to pay in-state tuition rates at a Maryland community college;
    • Was awarded an associate's degree by or achieved 60 credits at a Maryland community college; and
    • Registers at the Maryland public senior higher education institution no later than 4 years after graduating from or achieving 60 credits at the Maryland community college.
