Vote to concur with the Governor's amendments and repass a bill that declares the intentions of the state of Virginia to create a health benefits exchange that restricts coverage for abortions.

Highlights:
-Prohibits health insurance plans sold through the exchange from providing coverage for abortions, unless the abortion is performed is performed in response to an endangerment of the mother's life or when the pregnancy is the result of an alleged act of rape or incest (Sec. 1). -Requires the Governor to provide recommendations to the General Assembly regarding the structure and governance of the health benefits exchange prior to October 1, 2011 (Sec. 1). -Specifies that no provision of the bill may be construed to provide recognition of the constitutionality of the federal Patient Protection and Affordable Care Act (Sec. 3).
