Title: Campaign Financing Act

Vote to override a veto of a bill that authorizes legislative leadership to establish and manage an account for their funds.

Highlights:

  • Defines "leader" as the following (Sec. 2):
    • The president of the Senate;
    • The speaker of the House of Representatives; or
    • The minority leaders of either house of the Legislature.
  • Authorizes each party committee to (Sec. 3):
    • Adopt bylaws to include, at a minimum, the designation of a treasurer;
    • Conduct campaigns for candidates who are members of the leader's political party;
    • Establish an account; and
    • Raise and expend funds as authorized by the leader of the party committee.
  • Requires each electioneering communications organization that receives contributions in a total amount exceeding $5,000 to file a statement of organization which shall include, but not be limited to, the following (Sec. 8):
    • The name, mailing address, and street address of the committee or electioneering communications organization;
    • The names, street addresses, and relationships of affiliated or connected organizations;
    • The area, scope, or jurisdiction of the committee or electioneering communications organization.
  • Requires each electioneering communications organization to file regular reports of all contributions and all expenditures made by or on behalf of the organization (Sec. 10).

NOTE: A TWO-THIRDS MAJORITY OF THOSE PRESENT AND VOTING IS REQUIRED TO OVERRIDE A GOVERNOR'S VETO.
