Title: Education Budget Amendments

Vote Smart's Synopsis:

Vote to pass a bill that amends the education budget for fiscal year 2011-2012.

Highlights:

  • Establishes that the revenue limit for each county superintendent of schools shall be reduced by (Sec. 3):
    • An 18.250 percent deficit factor for fiscal year 2011-2012; and 
    • A 19.892 percent deficit factor for fiscal year 2012-2013.
  • Requires, effective July 1, 2011, the Department of Education to reduce maximum reimbursement amounts for the contracts of the following programs by 15 percent (Sec. 7):
    • Preschool Education Program;
    • The General Child Care Program; 
    • The Migrant Day Care Program; 
    • The Alternative Payment Program; and
    • The CalWORKs Stage 3 Program; and -the Allowance for Handicapped Program.
  • Requires, effective July 1, 2011, that families who meet the following criteria be disenrolled in the following order from subsidized child care services (Sec. 7):
    • Families that exceed 70 percent of the state median income (SMI); 
    • Families with the highest income below 70 percent of the SMI; 
    • Families that have the same income and have been enrolled in child care services the longest; 
    • Families that have the sane income and have a child with "exceptional" needs; and 
    • Families whose children are receiving child protective services or at risk of neglect or abuse.
  • Establishes the minimum reserve for economic uncertainties at one-third of the percentage for a reserve adopted by the state board for fiscal years 2009-2010, 2010-2011 and 2011-2012 (Sec. 22). 
  • Establishes that the revenue limit for each school district shall be reduced by (Sec. 25):
    • A 17.963 percent deficit factor for fiscal year 2010-2011; and 
    • A 19.608 percent deficit factor for fiscal year 2011-2012.
  • Requires the Student Aid Commission, in determining a Cal Grant, to annually adjust the maximum household income and asset levels based on the percentage change in cost of living (Sec. 34). 
  • Reduces the maximum Cal Grant A and B awards specified in the annual budget by 20 percent (Sec. 34). 
  • Reappropriates $37.3 million to the Department of Education (Sec. 45).
