Title: Non-Partisan Redistricting Commission
Vote to pass a resolution that submits a constitutional amendment to the voters to create a non-partisan redistricting committee.
- Authorizes an apportionment commission, instead of the census, to readjust or alter the senate and assembly districts (Sec.1).
- Prohibits a district from having a population that varies more than 5 percent from the average of population of all districts (Sec. 1).
- Prohibits drawing a district for the purposes of favoring a political party, incumbent legislator or other person or group (Sec. 1).
- Prohibits districts being drawn for the purpose of diluting the voting strength of any language or racial minority group (Sec. 1).
- Specifies that in each year ending in zero and at any other time of court ordered apportionment, an apportionment commission shall be established to prepare a reapportionment plan for the state legislature and shall consist of 5 members of which (Sec. 1):
- 1 is the temporary president of the senate;
- 1 is the speaker of the assembly;
- 1 is the minority leader of the senate;
- 1 is the minority leader of the assembly; and
- 1 is selected by the other 4 members and voted in by at least three members.
- Specifies that any registered voter may file a petition with the court challenging a plan of the commission within the forty-five days of the adoption plan (Sec. 1).
