Vote to pass a bill that establishes a Commission on Health Care Reform that must suggest plans to make primary and preventative care, hospital and specialty care, and minimum common benefits available to all West Virginians by 2007, 2008, and 2009 respectively, assuming that certain benchmarks are met. The bill also requires the commission to create a pilot program of health clinics providing primary and preventative care for a pre-paid fee. Additionally, the bill allows private insurance plans providers to offer limited health benefits for individuals, and creates the Appalachian State Health Plan, with the goal of providing health care for the entire state by 2010. The bill also creates the West Virginia Health Information Network, to provide a statewide electronic network of patients medical records.
