The bill also requires the commission to create a pilot program of health clinics providing primary and preventative care for a pre-paid fee. Additionally, the bill allows private insurance plans providers to offer limited health benefits for individuals, and creates the Appalachian State Health Plan, with the goal of providing health care for the entire state by 2010. The bill also creates the West Virginia Health Information Network, to provide a statewide electronic network of patients’ medical records.
