Vote Smart's Synopsis:

Vote to pass a bill that revises provisions relating to teacher contracts and establishes limits to collective bargaining agreements.

Highlights:

• Prohibits a school district from granting tenure to any current or future teachers who have not received tenure on or before January 31, 2011, and replaces such tenure agreements with one or two-year contracts (Sec. 2-4).

• Requires that at least 50 percent of the total annual evaluations for school administrators and teachers must be based on objective measures of "growth" in student achievement and feedback from parents (Sec. 2).

• Prohibits the Board of Trustees of a school district from considering seniority as a factor when making employee reduction decisions (Sec. 9).

• Limits collective bargaining negotiations to salaries and benefits, and requires that all labor negotiations shall be conducted in public meetings (Sec. 15).
