Vote to pass a bill that proposes an agreement among states to elect the President by national popular vote.
Highlights:
-Establishes an agreement among states, to which any state or the District of Columbia may join, to elect the President by national popular vote (Sec. 1).
-Specifies that Vermont's Electoral College votes will be assigned to the winner of the national popular vote, rather than the winner of the state of Vermont (Sec. 1).
-Prohibits the electoral colleges of the member states of this agreement from casting their votes until it is determined who has won the national popular vote (Sec. 1).
-Specifies that this agreement will take effect once a number of states that possess the majority amount of electoral votes have effectively enacted the agreement (Sec. 1).
