Title: Open Public Meetings

Vote to pass a bill that requires an audio recording to be kept on any executive session.

Highlights:

  • Establishes that special meetings may be called by the presiding officer of a governing body by giving notice of the meeting at least twelve hours before the meeting to each member of the governing body and to each newspaper of general circulation, radio or television station requesting the notice (Sec. 1). 
  • Establishes that minutes and audio recordings shall be maintained of any executive session (Sec. 1). 
  • Specifies that a person may seek access to the minutes or recording of an executive session by filing a petition with the district court (Sec. 1). 
  • Authorizes the district court to open parts of a recording for public inspection and copying if it recognizes a portion of the minutes or recording that reflects a substantial discussion (Sec. 1). 
  • Specifies an effective date of July 1, 2011 (Sec. 2).
