Vote Smart's Synopsis:

Vote to pass a bill that eliminates certain forms of identification that voters may present in order to receive their ballots, and adds new forms of identification, effective September 1, 2011.

Highlights:

• Repeals portions of existing law that authorized voters to present the following forms of identification prior to receiving a ballot (Sec. 2):
• A copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows the name and address of the voter;
• A certified copy of a birth certificate issued in the United States; or
• A document of naturalization.

• Expands the list of acceptable forms of identification to include the following (Sec. 2):
• A valid pilot's license issued by the Federal Aviation Administration or other authorized agency of the United States;
• A valid student ID card issued by an institution of higher education with a photograph of the voter issued; and
• A valid Medicare or Medicaid card issued to an eligible voter who is a resident of a state-licensed facility.

• This act is effective September 1, 2011, and applies to all elections conducted on or after September 1, 2011 (Sec. 3).
