-Prohibits the enactment of unfunded mandates that add net additional costs for municipal corporations or school districts (Secs. 2 & 3). -Specifies that the state is not required to fund new mandates on municipal corporations or school districts if (Secs. 2 & 3):
    -The mandate is required by a court order; -The mandate is provided as an option, but is not required to be put into practice; -The mandate results from a home rule request, and the statute imposes costs only upon the municipal corporation or school district that requested it; -The mandate results from an executive order of the governor, through use of his or her emergency powers; or -The mandate results from federal law or regulations.
