Vote to pass a bill that prohibits the use of wireless communications devices while driving.

Highlights:
-Prohibits the operator of a motor vehicle from using a cell phone to compose, read, or send an electronic message (Sec. 3). -Defines "electronic message" a self-contained piece of digital communication that is designed or intended to be transmitted between physical devices, including e-mail, text messages, instant messages, commands or requests to access a world wide web page, or other data (Sec. 3). -Establishes a fee of $100 for violating these provisions (Sec. 1). -Specifies that this law does not apply if a wireless communication device is used for obtaining emergency assistance (Sec. 3).

Vote to pass a bill that prohibits text messaging while driving.

Highlights:
-Prohibits an operator of a motor vehicle that is a part of traffic from using a wireless communications device to compose, read, or send an electronic message, except when used for emergency purposes (Sec. 4). -Establishes penalties for a violation of this bill as follows (Secs. 1, 3 & 4):
    -For a first offense, a fine of $100 and the addition of 2 demerit points to an individual's driving record; -For a second offense, a fine of $100 and the addition of 4 demerit points to an individual's driving record; and -For a third or subsequent offense, a fine of $100, the addition of 4 demerit points to an individual's driving record, and a year-long suspension of the individual's driver's license.
