Highlights:
  • Reduces funding for Minnesota State Colleges and Universities as follows (Art. 1, Sec. 1):
    • $2.08 million from the central offices; and
    • $47.92 million from operations and maintenance.
  • Reduces payments for basic care services provided after July 1, 2009, by 4.5 percent for medical assistance and general assistance medical care programs (Art. 2, Sec. 1).
  • Specifies that by March 31, 2011, the commissioner of management and budget must make a reduction of $125 million in general fund appropriations to the executive branch agencies for the fiscal year beginning June 30, 2011 (Art. 3, Sec. 1).
