Vote to pass a bill that amends various statutes related to federal and local government coordination of plans and policies.

Highlights:

• Requires a county governing body to demand coordination with the federal government before the federal government implements or expands a plan or policy that is more restrictive than the county's plan or policy within the county's jurisdictional boundaries (Sec. 1).

• Requires the county governing body to hold public hearings to discuss the federal plan or policy and determine whether or not to litigate to enforce the county's coordination rights if the federal government fails to coordinate in good faith with the county (Sec. 1).

• Authorizes a resident elector of the county to serve each member of the county governing body with a written complaint if the governing body fails to demand coordination, or hold public hearings upon refusal by the federal government (Sec. 1).

• Authorizes the resident elector to submit a petition signed by at least 3 percent of the resident electors of the county demanding a response if the governing body fails to act on a complaint within 60 days of its submission, resulting in an injury to the person, upon which the governing body must hold a hearing within 30 days of receiving the petition (Sec. 1).

• Defines "coordination" as a process by which the federal government seeks in good faith to reach consistency between a federal plan or policy and a county plan or policy when a county plan or policy is less restrictive than that of the federal government (Sec. 1).

• Specifies that the same provisions and powers that apply to counties also apply to special districts (Sec. 2).
