Vote Smart's Synopsis:

Vote to pass a joint resolution that submits a constitutional amendment to the voters that refuses some of the provisions of the Patient Protection and Affordable Care Act.

Highlights:

  • Establishes that each competent adult has the right to make his or her own health care decisions, and the guardian, parent or legal representative of a dependent shall make the health care decisions for that person (Sec. 2).
  • Specifies that a person may pay a care provider directly and that the payment may be accepted without penalty to either party (Sec. 2).
  • Establishes that the legislature may specify restrictions on these rights based on the health and welfare of the people (Sec. 2).

Title: Reserves the right for health care decisions for the citizens of Wyoming

NOTE: AN AMENDMENT TO THE CONSTITUTION REQUIRES TWO-THIRDS APPROVAL IN EACH CHAMBER FOR PASSAGE. IT MUST THEN BE APPROVED BY A MAJORITY OF CITIZENS VOTING IN THE NEXT ELECTION TO BECOME EFFECTIVE.
