Vote to pass a bill that prohibits transferring property expropriated by the state or a political subdivision to a private person, unless it has not been used for public purposes within 15 years, the property is abandoned or blighted. The bill also provides that an owner whose property is taken shall be compensated for the value to the property and for actual costs incurred by the owner, including costs for relocation and inconvenience.
