Title: Prohibit Cell Phone Use in School Zones

Vote Smart's Synopsis:

Vote to pass a bill that bans the use of cell phones in a school zone, beginning October 1, 2011.

Highlights:
-Prohibits the use of a handheld wireless telephone by any driver of a motor vehicle while passing a school building or school zone during school hours when children are present (Sec. 5). -Authorizes a driver of a motor vehicle to use a handheld wireless telephone while in a school zone to contact any of the following in order to report an emergency (Secs. 1 & 5):
    -Law enforcement personnel; -Fire department personnel; -Public safety personnel; -Emergency medical personnel; or -A 911 public safety communications center.
-Prohibits a driver of a motor vehicle from being stopped or detained solely to determine if the individual was using a handheld wireless telephone (Sec. 2). -Specifies that the definition of a handheld wireless telephone does not include any of the following (Sec. 1):
    -A hands-free wireless telephone; -A citizens band radio or citizens band radio hybrid; or -A global positioning or navigation device or system.
-Specifies that this bill supersedes all local regulations regarding the use of wireless telephones by drivers of motor vehicles (Sec. 3).
