Title: Prohibit Cell Phone Use in School Zones

Vote to pass a bill that bans the use of cell phones in a school zone, beginning October 1, 2011.

Highlights:

  • Prohibits the use of a handheld wireless telephone by any driver of a motor vehicle while passing a school building or school zone during school hours when children are present (Sec. 5).
  • Authorizes a driver of a motor vehicle to use a handheld wireless telephone while in a school zone to contact any of the following in order to report an emergency (Secs. 1 & 5):
    • Law enforcement personnel;
    • Fire department personnel;
    • Public safety personnel;

    • A citizens band radio or citizens band radio hybrid; or
    • A global positioning or navigation device or system.
  • Specifies that this bill supersedes all local regulations regarding the use of wireless telephones by drivers of motor vehicles (Sec. 3).
