The bill allows voters without proper identification to cast a provisional ballot. The state is responsible for issuing free photo identification cards to registered voters who cannot provide other information. The bill also prohibits state courts from extending polling hours, requires persons being paid and collecting more than ten voter registration applications to register as a voter registration solicitor and eliminates the straight-party vote option.
