Vote to pass a bill that outlines the process by which Minnesota will comply with federal standards regarding water quality including identifying impaired bodies of waters, restoring impaired waters, and preventing the pollution of water. The bill specifies the priorities for identifying, restoring, and funding prevention actions for various types of bodies of water. The bill grants responsibilities and authorities to achieve the goals of the bill to the Pollution Control Agency. The bill also creates the following: the Clean Water Council, to give advice about the implementation of the bill; the Clean Water Legacy Account, to fund identifying, restoring, treating, and monitoring impaired waters and prevention of water pollution; the Clean Water Legacy Capital Improvement Account, to award grants to governmental units for the capital costs of wastewater treatment facilities; and the Small Community Wastewater Treatment Account, to award grants and loans to governmental units who are replacing noncomplying individual wastewater treatment facilities with a community facility.
