Title: College Vote-by-Mail Drop-Off Locations

Vote to concur with House amendments and pass a bill that authorizes the establishment of 3 vote-by-mail ballot drop-off locations on 3 California college campuses.

Highlights:

  • Authorizes the Secretary of State to select 3 college campuses to act as vote-by-mail ballot drop-off locations for at least 1 general election between January 1, 2011 and December 31, 2016, provided that the selections meet the following criteria (Sec. 2):
    • 1 of the campuses shall be within the University of California and have at least 20,000 registered students at the time of selection;
    • 1 of the campuses shall be within the California State University and have at least 13,000 registered students at the time of selection; and
    • 1 of the campuses shall be within the California Community College and have at least 10,000 registered students at the time of selection.
  • Requires a vote-by-mail ballot drop-off location to be available 5 business prior to the election (Sec. 2).
  • Requires a vote-by-mail ballot drop-off location to be placed in a "secure location" that is centrally located on the campus, and requires the Secretary of State to provide implementation instructions to participating counties to address ballot security and assurances that the vote-by-mail ballot drop-off location shall be utilized solely by eligible voters in the participating county (Sec. 2).
