Vote to pass a resolution that urges Congress to authorize states to obtain waivers from the federal law that triggers a reduction in transportation funding if a state's drinking age is lower than 21 years of age.

Highlights:
-Specifies that in 1984, Congress enacted a law that withholds 10 percent of a state's federal highway funding if the state's drinking age is lower than 21 years of age (23 USC 408(f)(6)). -Alleges that the current funding penalty discourages an open public debate about the drinking age. -Alleges that the states should regulate alcohol within their borders and Congress should work with the states to address alcohol consumption. -Alleges that each state should have the opportunity to develop a program that addresses its unique situation. -The text of this resolution was replaced by an amendment sponsored by Sen. Miller on behalf of the Senate Committee on Economic Development, Housing and General Affairs.
