Vote to pass a bill that establishes an electrical energy efficiency program for all energy customers unless a customer chooses to opt out of the program.
Highlights:
-Defines a "direct load control program" as an energy efficient program that allows an electrical corporation to interrupt a customer's electrical load, through use of a load control device, during a period of high demand or incremental cost by directly controlling a customer's appliance or equipment (Sec. 1).
-Authorizes direct load control programs to require the participation of all customers, so long as a customer may choose to opt out of the program (Sec. 1).
-Requires customers to be informed of the following before a load control device is installed (Sec. 1):
- -The nature of the program, including how and under what circumstances it will be applied and the electrical corporation's responsibility to install, operate, and maintain the device;
-The way customers may opt out of the program; and
-The proposed installation date.
- -The customer implements or has implemented their own electric energy efficiency measures at the customer’s expense; and
-The customer qualifies for the credit under criteria established by the commission.
