Title: Eminent Domain
Vote to pass a substitute bill that authorizes the use of eminent domain by a government body whose board members are appointed by elected officials. The property taken must be determined to have a public use not solely for economic development, and the property owner must be adequately notified and compensated in the opinion of the court. If after fifteen years the land has not been fully utilized, the original owner has the right to petition the circuit court to have the land vacated and returned to his or her possession.
