Highlights:
-Requires the superintendent to possess minimum professional qualifications at the time of appointment as adopted by rule by the board for the position of superintendent of a city, parish, or other local public school board (Sec. 1).
-Prohibits the board from waiving for the position of state superintendent any qualification established by the board for the position, except by a favorable vote of at least two-thirds of the authorized board membership (Sec. 1).
-Authorizes the State Board of Elementary and Secondary Education to establish additional qualifications for the state superintendent as deemed necessary (Sec. 1).
