Vote to concur with Senate amendments and pass a bill that requires the State Transportation Commission to adopt a "complete streets" policy.

Highlights:

-Requires the State Transportation Commission to do the following within 2 years of the effective date of this Act (Sec. 10P):

-Adopt a complete streets policy, meaning a document that provides guidance for the planning, design, and construction of roadways or an interconnected network of transportation facilities being constructed or reconstructed and designed for a transportation purpose that promotes complete streets and that is:
-Sensitive to the local context and recognizes that needs vary according to urban, suburban, and rural settings; -Considers the functional class of the roadway and project costs, and allows for "appropriate exemptions"; and -Considers the varying mobility needs of all legal users of the roadway, of all ages and abilities; and
-Develop a model complete streets policy or policies to be made available for use by municipalities and counties.

-Director of the State Transportation Department, or the Director's designee; -Director of the Department of Community Health, or the Director's designee; -Director of the State Police, or the Director's designee -Representative of the State Transportation Commission; -Representative of the Planning Organizations; -Representative of the Organizations of Disabled Persons; -Representative of the Road Commission Organizations; -Representative of public transit users organizations; -Representative of the Michigan Municipal League; -Representative of the AARP; -Representative of the League of the Michigan Bicycles; -Representative of a pedestrian organization; -Representative of the Michigan Public Transit Association; -Representative of the Michigan Townships Association; and -Licensed professional engineer or traffic engineer.

-Provide education and advice to the State Transportation Commission, county road commissions, municipalities, interest groups, and the public on the development, implementation, and coordination of complete street policies; -Annually report to the Governor, the State Transportation Commission, and the Legislature on the status of complete streets policies in this state by December 30, 2011; and -Advise the State Transportation Commission on the adoption of model policies.
