Title: Board of Education Selection Advisory Council

Vote to adopt a conference report that requires the members of the Board of Education to be appointed by the Governor.

Highlights:

-Requires that the members of the Board of Education be nominated by the Governor, and confirmed by the Senate, from lists of candidates created by the Board of Education Selection Advisory Council (Sec. 2). -Requires the Board of Education to consist of 10 members, subject to removal by the Governor, as follows (Sec. 2):

    -9 members from the following specified geographic areas:
      -1 member from the county of Hawaii; -1 member from the county of Maui; -1 member from the county of Kauai; and -6 members from the city and county of Honolulu; and
    -1 nonvoting member who is to be a public school student at the time of appointment.
-Establishes a nonpartisan Board of Education Selection Advisory Council consisting of 7 members appointed as follows (Sec. 2):
    -1 member of the community appointed by the Governor; -1 member of the community appointed by the president of the Senate; -1 member of the community appointed by the speaker of the House of Representatives; and -4 members appointed by the Hawaii P-20 Council as follows:
      -2 members must be parents, one of whom must serve in a school community council; -1 member must be from the business or nonprofit community; and -1 member must be an educator.
-Specifies that the bill takes effect upon ratification by the voters of the constitutional amendments requiring members of the Board of Education to be appointed (Sec. 25).
