Vote to pass a bill that establishes the Hispanic Education Liaison and the Hispanic Education Advisory Council.

Highlights:

-Establishes the Hispanic Education Liaison whose duties include but are not limited to the following (Sec. 4):

-Advise the secretary on the development and implementation of policy regarding the education of Hispanic students; -Advise the Public Education Department and the commission on the development and implementation of the five-year strategic plan for public elementary and secondary education as the plan relates to Hispanic student education; -Support and consult with the Hispanic Advisory Council; and -Support school districts and charter schools to recruit parents on site-based and school district committees that represent the ethnic diversity of the community.

-Establishes the Hispanic Education Advisory Council to advise the secretary on matters related to improving public school education for Hispanic students and increasing parent involvement and community engagement in Hispanic student education (Sec. 5). -Requires that the department, in collaboration with the Higher Education Department, submit an annual preschool through post-secondary statewide Hispanic education status report no later than November 15 to the governor and the legislature (Sec. 6). -Requires that the annual Hispanic education status report include the following information, by school district, by charter school and statewide (Sec. 6):

-Hispanic student achievement at all grades; -Attendance for all grades; -The graduation rate for Hispanic students; -The number of Hispanic students who make adequate yearly progress and in schools at each level of improvement or restructuring; and -The number and type of bilingual and multicultural programs in each school district and charter school.

-Requires that the annual Hispanic education status report by post-secondary educational institutions include Hispanic student enrollment, retention and completion rates (Sec. 6). -Specifies that the effective date of the act is July 1, 2010 (Sec. 7).
