Title: Requesting Constitutional Convention for Limiting Congressional Authority

Vote to pass a resolution that requests a constitutional convention to propose an amendment regarding Congress' authority to pass legislation under the necessary and proper clause of Article I Section 8 of the U.S. Constitution.
Highlights:
-Specifies that if a convention is called, state delegates will only be authorized to propose amendments regarding the subject matter specifically addressed in the applications submitted by the states that called the convention (Art. 1).
-Requires every state to appoint only 1 delegate from each congressional district (Art. 2, Sec. 1).
-Specifies that each delegate gets one vote and that all votes will be recorded; requires that any amendment to be submitted to the states for ratification must first be approved by at least a majority of the convention delegates (Art. 5, Sec. 1 & 2).
-Requires the starting date of the constitutional convention to be no less than 90 days and no more than 270 days after the November election (Art. 6, Sec. 1).
-Authorizes the convention to subpoena officials of the federal government for witnesses or evidence, but exempts the president and vice president from such subpoenas (Art. 8, Sec. 1 & 3).
-Requires that all convention meetings be open to the public with public notice being given no less than 48 hours in advance (Art. 9, Sec. 2 & 3).
