Title: Airline Passenger Rights

Vote to pass a bill that requires air carriers to provide certain services if passengers remain on the plane without departing or disembarking for more than two hours.

Highlights:

  • Requires airlines to provide passengers with the following when passengers have boarded an aircraft and departure of that aircraft is delayed by more than two hours, or when the plane has landed and passengers have not disembarked for more than two hours (Sec. 1):
    • Fresh air and light; Waste removal service; and
    • Adequate food and drinking water.
  • Requires air carriers to provide clear and conspicuous notice of passenger or consumer complaint contact information as well as the telephone number and mailing address of the person in charge of consumer complaints (Sec. 1).
  • Establishes that if this law is violated air carriers could be fined as much as $27,500 per passenger (Sec. 1).
  • Authorizes that if the commission decides that the Department of Transportation can no longer alter fines of the air carrier then the commission must request an appropriation from the Department of Finance (Sec. 1).
